Ref. CS-203 · Passports from outside the EU

The EX-19 family card: living in Castelló with an EU relative

If you are the non-EU spouse, partner, child or dependent parent of a European who lives in Castelló, you ask for the EU family member’s residence card on form EX-19, once your relative is registered. In Spanish it is the tarjeta de residencia de familiar. When the relative is Spanish, another route applies since 2025.

01Who counts as a relative

  • Your husband or wife
  • A registered partner, or a stable partner with proof of the relationship
  • Sons and daughters below the age of 21, and older ones who are dependent
  • Mothers and fathers, of the EU citizen or of their spouse or partner, who depend on them

02The European side comes first

The card rests on your relative’s right to live in Spain. They must be registered as an EU resident, usually through work, self-employment, studies or enough means with health cover. Their green certificate is the proof, so if they do not have it yet, that is the first appointment.

03Documents for the relationship

  • Your EX-19, signed
  • Your passport and a photocopy
  • Marriage certificate, partnership registration, or other proof of the relationship
  • Birth certificates for children and parents, and proof of dependence where needed
  • The European relative’s green certificate, and their passport or ID card
  • The paid 790-012, stamped or with its online receipt

04Foreign documents need a finish

Certificates issued outside Spain usually need an apostille or a legalisation, the stamps that make them valid abroad, and a sworn translation into Spanish. Order them early: they are often the slowest piece of the file.

05Where the file goes in Castelló

policia.es lists the EU regime (régimen comunitario) among the procedures at both police addresses in the city, Plaza Teodoro Izquierdo 6 and Calle Río Sella 5. On the government’s page for Castellón, the family member card appears under sede 1 of the Oficina de Extranjería, which has no address there. The fingerprints for the card are taken by the police. Pay the Modelo 790 código 012 first, book for the province of Castellón on the booking website, and go where each confirmation sends you.

With the card, you may live in Spain and work, as an employee or for yourself.

06A Spanish relative? Another route

This card follows the EU rules for the family of Europeans who come to live in Spain. Since the 2025 reform of the foreigners’ regulation, a Spanish citizen’s spouse, partner, children and parents ask instead for a residence authorisation that is theirs alone; its official name is residencia temporal de familiar de ciudadano español, which the Delegación del Gobierno’s lists for Castellón do not name yet. Ask where it is filed before you prepare anything.

Questions on this sample

We live together but never married. Is there a way?

Yes, with a registered partnership, or with a stable relationship you can prove; the proof asked for is strict, so prepare it well.

My husband is Spanish. Is this page for me?

Not for the EX-19 card. Since the 2025 reform, a Spanish citizen’s relatives have a separate residence authorisation; ask which office in Castellón takes it before you fill in any form.

How is this different from reagrupación familiar?

Reagrupación familiar (family reunification) brings relatives to join a non-EU resident, and the Oficina de Extranjería decides it. The EX-19 card follows the EU rules instead.

My partner works in Onda but has no green certificate. What first?

Their green certificate. Your card rests on their registration, so book that appointment first.
